Figure 1 shows a graphic of how Linking Planning and NEPA and Integrated Planning weave throughout the transportation decision-making process, beginning with planning and continuing through project development, design, construction, maintenance and operations.

The planning process is shown as a green arrow going from left to right. It includes three stakeholder types - transportation agencies, resource agencies, and the public. In blue, crossing them vertically, are elements of inter-agency coordination, intra-agency coordination, and data sharing and analysis. Linking planning and NEPA and integrated planning both cut diagonally in yellow, and the place where all of these elements intersect and weave together is highlighted as weaving planning and environment.
