Figure 2 shows a graphic describing the four-step, iterative process of developing performance measures. The steps are arranged in a circle going clockwise and connected by arrows. Step one is to define specific program goals and objectives. Step two is to develop a set of metrics. Step three is to assess baseline and develop targets. Step four is to measure and report results, which then connects back to step one, so that the process can begin again.
