1. Initiate Section 106 process Project initiation and scoping
2. Identify historic proprties Conduct environmental studies and agency coordination for proposed project
3. Assess effects
4. If any adverse effects, identify measures to resolve adverse effects Prepare CE
Execute MOA formalizing measures to resolve adverse effects Approve CE after MOA is executed

Note: Section 106 public involvement should be integrated with public involvement associated with the preparation of an CE.
