Steps of the Section 106 Process

Section 106 Steps and Preparation of Environmental Impact Statement (EIS)
Section 106 NEPA - EIS
1. Initiate Section 106 process Project initiation and scoping
2. Identify historic proprties Identify affected environment of proposed project alternatives
3. Assess effects Assess environmental consequences of proposed project alternatives
4. Identify measures to avoid, minimize, or mitigate any potential adverse effects Identify measures to mitigate adverse impacts resulting from selected alternative to be discussed in Draft EIS
Develop measures to resolve adverse effects for selected alternative During preparation of Final EIS, identify measures to mitigate adverse impacts resulting from selected alternative
Execute MOA or PA formalizing measures to resolve adverse effects resulting from selected alternative Approve EIS/Record of Decision after MOA or PA is executed. Environmental commitments in ROD should include those in project MOA or PA

Note: Section 106 public involvement should be integrated with public involvement associated with the preparation of the Draft EIS and Final EIS.
