The Every Day Counts PEL initiative offers several tools to help transportation practitioners minimize duplication of effort and make more informed decisions, which can lead to shorter project delivery.

Guidance on Using Corridor and Subarea Planning to Inform NEPA
This guidance explains how to use corridor and subarea planning to bridge the transportation planning and NEPA processes as described in 23 Code of Federal Regulations (CFR) Part 450 – Linking the Transportation Planning and NEPA Processes. The guidance is also available in PDF.

FHWA Planning and Environment Linkages Questionnaire
This questionnaire guides planners through a transportation planning study to document information and decisions so they may be used to inform project development specialists in the NEPA process. For more information on how to use the questionnaire, see Questions and Answers about Using the PEL Questionnaire.

Criteria for Determining PEL Questionnaire Equivalents
FHWA acknowledges that several States have already developed processes and tools comparable to the PEL Questionnaire. The criteria were developed to identify and recognize equivalent approaches. An equivalent approach is a process that fulfills a similar purpose as the PEL Questionnaire to explain the requirements transportation planning products must have to be incorporated into the NEPA process.
