2004 Gallup Survey Results from Resource and Transportation Agencies

Below are the Gallup Survey Scorecards for each of the 10 Federal Regions, which contain detailed results for every survey question. Interviews were conducted with a total of 709 individuals working in transportation agencies and 608 persons working in resource-permitting organizations. Within each type of agency or organization, roughly half of the interviews were conducted with "Reviewers," individuals who conduct reviews or work on obtaining NEPA document approvals on a daily basis. The remaining interviews were conducted with upper-level "Managers" with oversight responsibility for NEPA projects or reviews.

Suggestions for reviewing the Scorecards:

  1. Identify your state within the 10 Federal Regions listed below.
  2. Note that there are two major column headings, Resource Agencies and Transportation Agencies. These columns are further divided into Managers and Reviewers.
  3. Definitions are listed in the Introduction.
  4. The Resource/Transportation Agency Scorecard section lists the total number of respondents as Total n. This section provides summary data for each question in two columns. Column 1 is the percentage of total respondents that strongly agree with the question, referred to as Top Box or % of 5's. Column 2 identifies the % of 5's rating from the Best Practice Region or region with the highest percentage of Top Box responses. To determine which region is the Best Practice Region for each question refer to the detailed chart on the subsequent pages.
  5. Following the summary section, the balance of each document contains a detailed chart. For every survey question, the chart lists the sample size, the percentage of respondents for each rating, and the mean score for each region as well as the Best Practice Region. The right column titled % Top Box Summary/Previous Waves/Now is a placeholder for trend data.
