Description: The FHWA and the Connecticut Department of Transportation (CTDOT) have a programmatic agreement in place that allows CTDOT to process certain categorical exclusions internally provided they meet the provisions within the programmatic agreement. This reduces the timeframe it takes for NEPA approvals, thereby accelerating project delivery. FHWA randomly samples CEs that have been processed during a quarterly audit to ensure that NEPA and the provisions of the programmatic agreement are being met.
