Description: On April 23, 2003, an interagency collaboration among the Arizona Department of Transportation (ADOT), the Bureau of Land Management, Arizona (BLM) and the Federal Highway Administration Arizona Division (FHWA) culminated in the signing of a MOU that outlines in general terms how each agency operates and how the three agencies agree to work together. The Operating Agreement more specifically sets forth how the three agencies agree to coordinate their activities. At present the Operating Agreement focuses mainly on NEPA and right-of-way procedures for Title 23 projects, however it will soon be expanded to include procedures for non-Title 23 right-of-way. These documents improve upon similar types of agreements in that they provide for much earlier and more complete cooperation among the three agencies. The agencies anticipate implementation of this Operating Agreement will reduce processing time for receiving an appropriation from an average of 4 months to 45 days or less.
