Description: OK Division, OKDOT, and USFWS-Tulsa have collaborated in development of a July 2008 programmatic biological opinion which covers the entire OKDOT construction program for years 2008-2012 with respect to its effect on the American Burying Beetle (ABB). The practice replaces time consuming and delay-inducing project-specific conservation measures on hundreds of project each year with establishment of a USFWS-administered ABB conservation fund supported by OKDOT and FHWA. Rather than spend money or effort of project-specific measures of limited conservation and scientific value, the conservation fund will be used by USFWS to research and implement broad statewide conservation measures of much greater overall benefit to the species. In return to supporting the conservation fund, OKDOT and FHWA will no longer be required to implement project-specific conservation measures with respect to the ABB, thereby expediting project delivery.
