Description: In March 2012, the Alabama Department of Transportation (ALDOT) and the Federal Highway Administration (FHWA) Alabama Division finalized a consultation process to streamline the NEPA reevaluation process of Federal-aid transportation projects, per 23 CFR 771.129. The purpose of the reevaluation process is for ALDOT to establish whether or not the approved environmental determination (NEPA document) remains valid, prior to requesting any FHWA action, i.e. Final Design, ROW, CN authorization. Consultation is held at monthly meetings between both agencies on projects ready to advance to next federal action. ALDOT prepares a Reevaluation Checklist of each project that includes: project number, description, history, NEPA document type, approval date, reason for consultation, and major action requested. A Certification Statement is included for ALDOT project manager and FHWA signature based on the consultation and documentation for the referenced project that the original environmental determination remains valid. The focus of this process is strictly on what has changed and what impacts are the results of those changes. Since March 2012, 289 Federal-aid projects have been consulted with 208 projects approved.
