Description: To aid with the Alabama State Historic Preservation Officer's (SHPO) backlog of projects, the Alabama State Department of Transportation (ALDOT) began funding a National Historic Preservation Act Section 106 coordinator position. The Section 106 coordinator is committed to reviewing transportation projects and deals with both ALDOT's Transportation Enhancement Program and routine Federal-aid projects. Funding a Section 106 coordinator has saved time and avoided delays in developing transportation projects while better protecting historic resources. In addition, ALDOT has established a better working relationship with the SHPO, resulting in improved coordination and timely agreements on projects with historic impacts. The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 created the Transportation Enhancement Program, which provides Federal funds for innovative transportation enhancements, including revitalization of local and regional economies by restoring historic buildings, renovating streetscapes, or providing transportation museums and visitors centers. Historic restoration became a major part of the Transportation Enhancement Program in Alabama, requiring improved coordination with the SHPO. In addition to the funded coordinator position, FHWA, ALDOT, and the Alabama Historic Commission have a Memorandum of Understanding in place to expedite the review of the effects of bridge replacements on historic resources.
