Description: West Virginia Department of Transportation (WVDOT) has a process agreement with the West Virginia Department of Natural Resources (WVDNR) that allows WVDOT to perform mussel surveys. WVDOT sends qualified staff to a two-week training and certification course so that employees learn how to locate and identify state protected mussel species. The agreement has enabled WVDOT to survey state riparian areas more comprehensively than has been achieved in the past and to expedite preliminary project work that would otherwise be delayed due to the limited number of qualified ecologists. In addition, enabling WVDOT to perform surveys has resulted in many more recorded locations of Federally listed mussel species for the WVDNR database.

In the fall of 2008, the WVDOT Division of Highways (DOH) formed a deepwater mussel survey team to enhance its existing mussel survey capabilities. This new team utilizes existing employees to perform deepwater surveys, and therefore minimizes the need to hire consultants. In most cases hiring a consultant takes several months, which can delay the project construction. During the 2009 mussel season alone, DOH expedited the construction activities on 5 projects and realized a savings of more than $90,000. The creation of the deepwater mussel survey team has also helped DOH understand the degree of effort required to perform deepwater surveys. This allows them to more accurately estimate consultant contracts when they are needed.
