Description: The purpose of this Statewide Implementation Agreement is to establish a process to coordinate the National Environmental Protection Act (NEPA) and Clean Water Act Section 404 review of transportation projects that impact waters of the United States. This process is intended to expedite the construction of necessary transportation projects and help transportation project teams to adhere to budgets and schedules while protecting and enhancing the chemical, physical, and biological integrity of the waters of the United States in Illinois. The agreement establishes three concurrence points for Purpose and Need, Range of Alternatives, and Preferred Alternative for Environmental Assessments and Environmental Impact Statements that require an individual Section 404 permit. NEPA/Section 404 review meetings are held on a regular recurring basis between the Federal Highway Administration, the Illinois Department of Transportation, and signatory agencies.
