SHRP2 Expediting Project Delivery Summary Brochure
This brochure provides an overview of the product, benefits, reference information, agency contacts, and a list of each of the C19 strategies from the TRB report Expedited Planning and Environmental Review of Highway Projects.

The C19 Expediting Project Delivery Strategies brochure identifies the constraints and defines the strategies to improve agencies’ delivery performance. Benefit summaries from Implementation Assistance Program recipients demonstrate the results of strategy adoption. A correlation table aligns the relationship between the constraints and associated strategies.

Vermont Agency of Transportation Uses SHRP2 Solution Expediting Project Delivery (C19) to Expedite Project Delivery.

TRB’s second Strategic Highway Research Program (SHRP 2) Report S2-C19-RR-1: Expedited Planning and Environmental Review of Highway Projects identifies strategies that have been successfully used to expedite the planning and environmental review of transportation and some nontransportation projects within the context of existing laws and regulations. The report also identifies 16 common constraints on project delivery and 24 strategies for addressing or avoiding the constraints. While the strategies and constraints are associated with planning and environmental review, many of the strategies are also applicable to design and construction.

The aim of this workbook is to allow agencies to lead their own assessment processes to understand where they fall with regard to accelerating project delivery, and which targeted strategies could help them save time and resources without compromising environmental gains.

3. Develop an Action Plan.
